Evaluations include Team Leader of a Country Strategic Programme Mid-term Evaluation for Plan International Thailand, Expert on Governance, Management and Value for Money on a Mid-Term Review of the DFID-funded STAR Ghana programme, Value for Money Expert for reviews of humanitarian programmes in Burma/Thailand and the Horn of Africa for DFID, Financial Management Evaluator of UNRWA’s emergency programme for ODI, Financial Management Evaluator of the Great Lakes emergency programme for Oxfam GB, and Team Leader for a Mid-Term Evaluation of the Big Lottery Funded One Million Cisterns project in Brazil for Oxfam.

Programme Reviews and Training

Simon Hale has conducted programme reviews and management training for Oxfam GB programmes worldwide, provided programme management advice to Hand in Hand International in the UK and East Africa and drafted Partnership Management policy and standards for Plan International.

Governance and Strategy Reviews and Training

• Facilitation of a strategy review for Plan International and of a Finance Directors' workshop for Plan national offices; due diligence review for Plan UK of humanitarian INGO partner.

• Financial management systems review, standard setting and harmonisation of the members of Oxfam International.

• Development and facilitation of strategic leadership programme for Oxfam GB senior staff.

• Facilitation of Oxfam GB Appeals strategic review and advisor to ActionAid’s strategic marketing review.

• Governance and management reviews for national NGOs: Rostros y Voces (now Oxfam Mexico), Gaia Amazonas in Colombia, Kaloko Trust in Zambia.

He is a co-author of a survival guide to basic financial management for humanitarian programme managers.
